was
organized in 1937 to provide temporary housing for those
people whose incomes were insufficient to obtain "decent,
safe and sanitary dwellings" in the private market.
Homeless
Support Services Division, Chicago Department of Human
Services'
chief aim of the Homeless
Support Services Division (HSSD) is to enhance the capacity
of private, community-based not-for-profit organizations
to deliver services to people who are homeless in Chicago.
A secondary goal is to improve the homeless infrastructure,
providing guidance and funding to agencies engaged in
renovation and new construction.

apartments at reasonable rents.
